亲爱的老师们、同学们：
针对全国新型冠状病毒感染的肺炎疫情的严峻形势，贵州省已启动突发公共卫生事件一级响应机制，防控新型冠状病毒感染的肺炎疫情成为重中之重的任务。根据教育部和贵州省的统一部署，学校已经采取了一系列应急措施。为确保留学生、外籍教师、外籍博士后、港澳台学生及其我校在境外研修师生的生命安全和身体健康，现将相关安排通知如下：
Dear teachers and students:
In response to the serious epidemic situation of pneumonia caused by new coronavirus in China, Guizhou Province has activated first-level public health emergence response. Prevention and control of the new coronavirus infected pneumonia epidemic has become the top priority task. According to the unified deployment of the Ministry of Education and Guizhou Province, Guizhou University has taken a series of emergency measures. In order to ensure the life safety and health of GU international students and teachers, students from Hong Kong, Macao and Taiwan, students and teachers studying abroad, the relevant arrangements are hereby notified as follows:
一、留学生
在校留学生，请密切关注自己的身体健康，合理安排生活作息，劳逸结合，做好个人防护工作，静待开学；遵守政府和学校近期疾控工作要求，遵守校内住宿管理规定；如有必须返回自己国家的留学生，请向国际教育学院提交申请，承诺严格遵守防疫要求。未经学院许可，请不要擅自离校。请与国际教育学院负责老师保持密切联系，有问题及时沟通。
I. International students
For International students on campus, we suggest you to pay close attention to your health condition, to strike a proper balance between work and rest and to make a good personal protection. While waiting for the start of the new semester, you should comply with the requirements of the government and GU for disease control, comply with the regulations on accommodation management of GU. It is recommended that all international students who are currently on campus should continue to stay in the dormitory. For students who must return to their home country, please submit the application to your head teacher via WeChat, SMS or qq etc. and undertake to strictly comply with epidemic prevention requirements. Do not leave the school without permission from the college. Please keep close contact and report any problems with teachers of College of International Education.
已离校回国的留学生，请等候国际教育学院下达返校通知后再返回学校。
For International students who have left school and returned to your home country should not return to school without the permission of the College of International Education , please wait for the official notice from the college.
二、外籍教师、外籍博士后
目前居住在贵阳市、花溪区以及学校专家公寓的外籍教师、外籍博士后，请密切关注自己的身体健康，合理安排生活作息，劳逸结合，做好个人防护，静待开学；遵守政府和学校近期疾控工作要求，遵守校内住宿管理规定；与国际交流与合作处负责老师保持密切联系，有问题及时沟通。
II. International teachers and postdoctors
For International teachers and postdoctors living in Guiyang City and Foreign Expert Apartment on campus, we suggest you to pay close attention to your health condition, to strike a proper balance between work and rest to make a good personal protection. While waiting for the start of the new semester, you should comply with the requirements of the government and GU for disease control, comply with the regulations on accommodation management of GU. Please keep close contact and report any problems to the staff of Office of International Relations and Office of Teacher Affairs.
已在境外的外籍教师、外籍博士后，请分别等候国际交流与合作处和教师工作处下达学校通知后再返回学校。
International teachers and postdoctors who are not in China, please wait for the official notice announced by Office of International Relations and Office of Teacher Affairs before returning to the campus.
三、港澳台籍学生
在接到学校正式开学通知前，已经在境外的学生请不要提前返校，已预定返程票的学生，请及时办理退票或改签手续；如有极特殊原因必须提前返校的，须提前向所在学院申请，经批准后方可入校并严格遵守防疫要求。
III. Hong Kong, Macao and Taiwan Students
Students who are not in Mainland China should not
return to campus before receiving the official notice of the University. If you have booked the return flight or train, please refund or alter the ticket in time, and wait for further notice. If you have to return to the University for very special reasons, you must apply to your college in advance for an approval. Students who return to the campus with the official approval of the college have to abide by epidemic prevention requirements.
四、境外研修师生
正在境外研修的老师和同学请通过正规渠道密切关注国内有关疫情通报和防控指导，注意日常防护，并积极配合所在国家采取的相关措施。如需协助，请与中国驻当地使领馆联系，或拨打外交部全球领事保护与服务应急热线（24小时+86-10-12308/+86-10-59913991）寻求帮助。
IV. Faculties and students studying abroad
Faculties and students who are studying abroad should pay close attention to the domestic epidemic notification, prevention and control guidance through official channels. Pay attention to daily protection and act in concert with the measures taken by the local government. For assistance, please contact the Chinese Embassy or Consulate or call the global consular protection and services emergency hotline of the Ministry of Foreign Affairs (24 hours +86-10-12308/+86-10-59913991)
针对可能出现的部分国家公派留学教师无法按期派出、回国或返回留学目的国等情况，请按照国家留学基金委员会1月28日发布的《关于支持新型肺炎疫情防控有关措施的通知》相关规定办理，详情咨询学校教师工作处。
For the faculties who are sponsored by the government to study abroad, if you could not be dispatched on time or return to China on time or return to the study destination, please follow the provisions of the “Notice on Measures to Support the Prevention and Control of nCoV” issued by the China Scholarship Council on January 28th. Please Consult the Office of Teacher Affairs for more details.
针对可能出现的部分通过学校渠道派出的留学人员无法按期派出、回国等情况：已在国外的人员，暂缓回国时间；今年二月期间拟出访人员，建议延迟出访时间。详情咨询国际交流与合作处；
For the faculties or students who are sponsored by the University to study abroad, if you could not be dispatched on time or return to China on time: 1) Faculties who are abroad, please postpone your schedule of returning to China. 2) Faculties who plan to study abroad this February, please postpone your schedule of going abroad. Please consult the Office of International Relations for more details.
寒假及2020春季学期赴国境外各类交换交流学习项目暂缓派出。
Projects for winter holidays and spring semester of 2020 are postponed.
五、孔子学院外派人员
针对公派孔子学院中方院长、教师、志愿者等人员(简称外派人员)，请通过正规渠道密切关注疫情通报和防控指导，注意日常防护，积极配合国内外相关部门采取的防控措施；其他事宜请按照孔子学院总部1月29日发布的《孔子学院总部关于外派人员防控新型冠状病毒感染的肺炎疫情有关措施的通知》执行。
V. Confucius Institute expatriates
All Chinese directors of Confucius Institute, teachers and volunteers (referred to as expatriates) should pay close attention to the domestic epidemic notification, prevention and control guidance through official channels. Pay attention to daily protection and act in concert with the measures taken by the government home and abroad. Learn more details from “Notice of Confucius Institute Headquarters on Measures for Prevention and Control of nCoV”issued by Confucius Institute Headquarters on January 29th.
由于此次疫情的突发和不可预见，给您下学期安排造成一定程度的影响，学校深感遗憾。但为了保障每一名老师、学生的生命安全、身体健康和自身权益，希望老师们、同学们可以理解、支持并配合学校的决定，并请做好个人防护工作。感谢大家对疫情防控工作的理解和配合！祝大家过一个祥和，平安的假期。
